＊seldom を文頭に置く強調のための倒置構文は formal な表現です。

　間違いが為される時に私たちが陳謝を受ける事は滅多にありません。

= We seldom receive any apology when  mistakes  are  made.

＊seldom には否定の意味の not が含まれていますので receive  no  apology ではなく receive any apology と、any を用います。

Seldom can both goals be congruent unless  the  ecologies  are made more advantageous to the relevant populations.

　生態がその関連する集団にもっと有利なものと成らない限り、２つのゴールは滅多に合致し得ない。

＊文法的には to do something in  the chance の意味ですから　a chance in which we go to the cinema = a chance where to go to the cinema ともすべき筈ですが、where が省略されるに至ったとも考える事が出来ます。time to do 〜する時間 = time when to do と同様の理解になりますね。

I didn't get/have a chance to speak to her.

　私は彼女に話す機会が無かった。

[ + to infinitive ] If you give me a chance to  speak,  I'll  explain.

　僕に話す機会を呉れるなら説明するよ。

＊同じ意味で opportunity を使う事が出来ます。

opportunity = an occasion or  situation  which  makes  it  possible to do something that you want to do or have to do, or the possibility of doingsomething:

She was given the opportunity to  manage  a  day-care  center.

　彼女はデイケアセンターを運営する機会を与えられた。（職に就いた）

The university is not providing  enough  recreational  opportunities  for the community.

　その大学は大学共同体の為に十分な娯楽の機会を与えては居ない。

He had ample opportunity to examine  the  car.

　彼にはその車を調べる機会がたっぷりあった。

＊ it  is  worth  while  to  do の用例も見当たらず、日本の受験参考書では文法解説されますが殆ど使用されない構文と言えそうです。

＊ it  =  doing  以下を示す仮主語です。

　この新聞には読むに値するものがたった２つしかないよね？ＴＶ欄とスポーツ面さ。

＊things worth reading = things that it  is  useful  for  us  to read 　これを便利に縮めた表現になります

＊ここで使われる　while は実は名詞で、OED には

The time spent (connoting the trouble  taken  or  labour  performed)  in doing something.　

　何か（問題に取り掛かったり労働を成し遂げたりする）を行うのに費やされる時間、と定義されます。

worth one's while （稀で古くさい表現）

worth while:  これはしばしば単に often  merely  =  worth  doing,  profitable,  advantageous  (the notion of time being weakened or lost).

　〜する時間を費やすに値する→(時間の意識が弱体化、消失)→〜するに値する

to make it worth (a person's) while, 人の時間を使うに値する

1877 Huxley Physiogr. 93 It may be worth  while  to  explain  the  kind  of  information which they give.　

　彼らが呉れるその種の情報を説明することは時間を費やすに値するかもしれない。
