strangle

to stop something from developing:

　成長、発達するのを止める、成長を妨げる、絞め殺す、握りつぶす

For years, the organization was strangled  by  excessive  bureaucracy.

意味としては、It seemed that she was trying to terminate  the  conversation. と考えると理解し易いでしょう。

→ She seemed to be trying to terminate  the  conversation.

An employee who is terminated no longer  has  a  job:
