= You can withdraw money from this  account  only  when  prior arrangement  is made with the bank.

　銀行と事前に打ち合わせが為される時に限り、あなたはこの口座から現金を引き出すことが出来ます。

= You can't withdraw money from this  account  without  prior arrangement with the bank

　銀行と事前に打ち合わせないと、この口座から現金を引き出すことが出来ません。

　これらの様に書き換えると我々日本人には理解し易いでしょう。またこれらの文の方が論理的に正しいと感じるのですが、なぜ native は最初の文章を書くのか塾長には不明ですが、only  〜だけ、との気持を文の論理を無視しても先に述べてしまいたいからかも知れませんね。

＊実は日本語の文章でも、本来掛かるべき語句から離れて、＜只＞などの言葉を先に述べてしまうところはあり、発想は似ているのかもしれません。論理構造としては正確さを欠きますが、話し手が何を言いたいのかは理解はできます。

＊ only,  just  が動詞に掛かる文例で意味が取れないときは、 only,  just  を後ろに適宜移動して他の句や節に掛けて考えると理解が出来る場合があります。

→ can do...only by

　〜の時に限り〜出来る

= can't do ...without

　〜無しでは〜出来ない

ところで、

　とすると、あなたはどうしても〜できません、の意味になりますが、just はここでは不要です。

　とすると、簡単に〜できない、〜で済む話ではない、と全く違った文意になりますのでご注意を！

＊ prior が、前もって、の意味ですので、その名詞形  priority  は何よりも先に行うべき優先事項、他より先に得た権利、などの意味になる訳です。

＊ 先に手を付けるべき事、先に手を付けた事、の意味ですね。

　の表現で判る様に、単に過去に於いてどうだったとの意味ではなく、過去には〜だったが現在はそれと違っているとの意味合いで使われます。

formerly alive = now dead 今は亡き

Two companies formerly traded on the  Nasdaq  Stock  Market  began  NYSE trading this week.

　以前はナスダックに上場していた２社は今週ニューヨーク証券取引所に上場した。
